As a Home Rule City under the laws of the State of Tennessee, Oak Ridge currently has a seven- member Charter Commission which meets the second Friday of each month and holds public hearings the last Monday of most months.

The Charter of a Home Rule City provides the legal basis for the local government and its provisions are approved by the citizens of the city by ballot. Such a city charter is analogous to a State Constitution or the U.S. Constitution.

The Charter Commission will carefully consider each of the Articles and Sections in the Charter during the period from April, 2009 through April 2010 in a series of Commission meetings and Public Hearings. The public is invited to attend the regular meetings mentioned above and to participate in the hearings.

TO CONTACT THE COMMISSION ABOUT THE CHARTER:

  1. Send a one-page written comment, stating which part of the Charter is being addressed and what change is being proposed. Please use a separate page for each change proposed. Your suggestions may be hand delivered to the City Clerk, Jackie Bernard, in the City Municipal Building or e-mailed to all commissioners via the "contact us" link on this page.
  2. Attend the Charter Commission meeting on the second Friday of each month in the training room at the City Municipal Building at 1 pm. You may submit your comments in writing but prepare brief remarks to speak to your issues.
  3. Attend the Public Hearings, as advertised through the local newspapers (as well as the calendar on this website). The focus on these meetings is to hear from the public. As you enter the meeting place, you will be asked to sign in so that the Commission knows who wishes to speak at the meeting.
